Fiscal Policy and the Innovation Deficit

University leaders share the concern of most Americans, and most economists, that failure to reduce deficits and manage the national debt could have a crushing effect on our nation’s future.  Serious deficit reduction will require addressing all areas of the federal budget, particularly entitlement programs and tax revenues.

But the current budget sequestration--across-the-board federal spending cuts--is harming critical investments in the nation's future.

Sequester cuts to research and education are creating an innovation deficit, the gap between needed and actual federal investments in research and higher education.  Closing the innovation deficit is vital to the nation's long-term health, national security, and economic growth.

This section includes materials about the debate over the federal budget and the innovation deficit from university leaders, as well as the broader higher education and policy communities.
