The undersigned scientific and professional societies, higher education associations, universities, and research institutions are writing to express opposition to a provision in the Commercializing on Small Business Innovation Act of 2016 (HR 4783) which would increase the SBIR set-aside from 3.46 percent in fiscal year (FY) 2018 to 4.5 percent in FY 2022 of any federal agency budget that provides more than $100 million for research.
