Howell of the United States District Court for the District of Columbia issued a decision in favor of the government, denying the plaintiffs’ motion for summary judgment, and finding that the proclamation and its implementation are lawful based on “a straightforward reading of congressional statutes giving the president broad authority to regulate entry into the United States for immigrants and nonimmigrants alike”.
