New enrollments of international students increased this fall from a year ago at 40% (388 institutions) of U.S. colleges and universities responding to a new survey released today. Twenty-six percent (245) of the nearly 1,000 responding institutions experienced declines in newly enrolled international students, and 34% (328) report that new enrollments stayed about the same as last year.

The survey, which tracked international students at U.S. colleges and universities, was conducted among members of the following higher education associations: American Association of Community Colleges (AACC), American Council on Education (ACE), Association of American Universities (AAU), Council of Graduate Schools (CGS), Institute of International Education (IIE) NAFSA: Association of International Educators, and National Association of State Universities and Land-Grant Colleges (NASULGC). The survey was conducted between October 3 and 21, 2005.

Following is a summary of responses by member campuses of the Association of American Universities (AAU) to a national survey on fall 2004 enrollment, application, and visa delay trends for international students and scholars. The survey was conducted jointly by AAU; NAFSA: Association of American Educators; the National Association of State Universities and Land-Grant Colleges (NASULGC); the Institute of International Education (IIE); and the Council of Graduate Schools (CGS). New enrollments of international graduate students declined this fall from a year ago at nearly half of the universities with graduate programs responding to a new survey released today. Just under one-fourth of responding institutions experienced increases in new foreign graduate students.

Delays in research projects, difficulties in enrolling, and cancelled classes have resulted from new visa restrictions and other steps taken by the federal government to tighten scrutiny of foreign students, scholars and researchers seeking to enter the country, according to a new survey of colleges and universities by three higher education associations.

WASHINGTON, D.C.-The number of international students enrolled at selected major U.S. universities has increased since last year's September 11 terrorist attacks, but the number of international scholars and researchers at those universities has declined, according to survey results released today by the Association of American Universities (AAU), an organization representing 62 leading North American research universities. The survey also found an increase in visa delays and denials for international students and scholars.

Chicago, November 10--Despite concern that tighter visa regulations in the wake of 9/11 would drastically curtail the flow of international students to the
United States, the number of foreign students enrolled at public research universities generally has increased slightly in the year since the terrorist attacks
occurred, according to a survey by the National Association of State Universities and Land-Grant Colleges (NASULGC).

In the aftermath of 9/11, many in higher education have expressed, and still continue to express, concerns that the new sensitivities surrounding immigration policies, including those that affect campuses, would lead to indiscriminate visa denials for students, scholars and faculty, thus disrupting, and perhaps permanently damaging, the free exchange of academic ideas. In an attempt to determine whether the new government policies has had an effect on international personnel on campus, the National Association of State Universities and Land-Grant Colleges (NASULGC) Commission on International Programs (CIP) conducted a survey of its
membership earlier this fall.
